Solid Waste Management Fees, Rules and Regulations

Annual Fee

  • Starting July 1, 2025, residential properties issued a set of trash and recycling carts will be charged an annual trash and recycling fee of $260
  • This fee will be paid quarterly ($65/quarter) as a separate line on the Combined Utility Bill
  • The solid waste management fee compensates the City for its costs in solid waste and recycling collection and removal
  • Additional refuse barrels are available for a fee of $80 per year ($20/quarter) by filling out an Additional Barrel Request Form

Opt-Out/Opt-In Procedure

  • Note: Existing residents who already have their barrels do not need to "opt-in" to continue regular service. 
  • To Opt-out of the City’s curbside collection services, the property owner must complete the Opt-Out Request Form
  • If a property opts out of collection, the DPW will collect the city issued trash and recycling barrels from the property. An annual trash and recycling fee will not be applied to the property’s combined utility bill
  • Minimum one-year period during which the property must remain opted out of the program. After one-year opt out period, the property owner can opt-in by submitting another request form

Senior Circuit Breaker Tax Credit Discount

  • Senior citizens who are over the age of 65 years old and qualify for the Massachusetts Circuit Breaker Tax Credit, may apply for a 50% senior discount on the solid waste management fee. 
  • Applications for the discount must be filled out and submitted to the DPW by June 30th of each year
  • If approved, the discount is valid from July 1st of the current year through June 30th of the following year 

Real Estate Exemption

  • Senior citizens who qualify for tax exemption with the Westfield Board of Assessors under clauses 41C or 17D, or who have entered into a Tax Deferral and Recovery agreement with the Westfield Board of Assessors under 41A applicable to a property tax, will receive a 50% senior discount on the solid waste management fee.
  • There is no form required for this discount, the DPW will be notified by the Board of Assessors of those who qualify
